This is a 3.75 inch figure from the Super7 Wave 2 G. I. Joe ReAction line.  The figure comes with a spear.  The figure's arms and legs can be moved.  Lady Jaye is shown in his light green and dark green uniform which she wore in the cartoon.  This figure was pretty sturdy and I had no problem getting it to stand up.  The accessory stayed on no problem.
